The US Congress recently introduced a bill to amend the Consumer Product Safety Improvement Act 2008 (CPSIA). The bill proposes to limit organic halogen and organic phosphorus flame retardants in upholstered children's products.

    In August 2008, US President George Bush officially signed CPSIA (Public Act No. 110-314), making it a law. The new law improves the administrative power of the Consumer Product Safety Commission (CPSC) of the United States and imposes additional liability requirements on manufacturers of children's products. According to CPSIA, lead is restricted to use in children's products, while phthalates are restricted to toys and children's care products. In August 2011, when President Obama signed Bill HR 2715 into law, the restrictions on phthalates only applied to accessible materials. On August 1, 2013, the United States Congress introduced Bill HR 2934 (Decreased Unsafe Toxins Act) to limit the organic halogen and organic phosphorus flame retardants in cushion products for children under 12 years of age. According to CPSIA, the Act will create a new section 109 "Prohibiting the use of flame retardant chemicals in elastic fillers for children's products". According to the proposal, according to the Federal Hazardous Substances Act (FHSA, 15 U.S.C. 1261 et seq), children's cushion products containing more than 1000 ppm organic halogen and organic phosphorus flame retardant in filler materials will be prohibited. The Act is proposed to enter into force one year after its enactment and applies to products manufactured after that date. The focus of the proposal is shown in Table 1:
