EU Toy Safety Directive 2009/48/EC will restrict TCEP, TCPP and TDCP

Recently, in order to strengthen the safety of children, the EU proposed to amend Appendix C of Annex II of Toy Safety Directive 2009/48/EC based on the latest scientific evidence, and set the allowable limits of TCEP, TCPP and TDCP in toys.

TCEP is an alkyl phosphate, which is used as a flame retardant plasticizer and viscosity regulator in polyurethane, polyester resin, polyacrylate and other polymers, and is widely used in construction, furniture and textile industries.

TCEP belongs to Class 2 carcinogens and Class 1B reproductive toxic substances. TCEP is easily released from toys through children's sucking and chewing behaviors. TCEP intake can cause kidney, liver and brain toxicity, damage health and induce cancer.

TCPP and TDCP are halogenated substitutes of TCEP, which have similar physicochemical and toxicological characteristics to TCEP. Therefore, the Scientific Committee on Health and Environment (SCHER) believes that the restrictions on TCEP should be applied to both TCPP and TDCP.

If the proposal is adopted, the relevant requirements will be implemented within 18 months after it is published in the Official Journal of the European Union.

Annex C of Annex II to Directive 2009/48/EC is amended as follows:
