On March 15, 2018, the CNCA issued the Announcement of the CNCA on the Reform of Compulsory Product Certification Marks to reform the distribution and management of CCC marks. The relevant announcements are as follows:

1、 Cancel the review and charge of printed/molded CCC logo

1. From March 20, 2018, the audit of CCC logo printing/molding by the designated logo distribution management organization (Beijing Zhongqiang Product Logo Technology Service Center) will be canceled, and the corresponding audit fees will be canceled. The certified enterprise will print/mold CCC logo by itself.

2. The CCC mark printed/molded by the certified enterprise shall comply with the Administrative Requirements for the Addition of Compulsory Product Certification Marks (see Annex 1).

2、 About the distribution management of standard specification CCC mark

1. From May 1, 2018, the designated certification body will be responsible for the distribution and management of the standard CCC logo, and the charges will be implemented in accordance with the Notice of the National Development and Reform Commission on Releasing the Charges for Some Inspection and Testing Business Services (FGJG [2015] No. 1299).

2. Before May 1, 2018, each designated certification body shall complete all preparations for the distribution and management of CCC marks of standard specifications, including the distribution and management procedures, contacts, contact numbers, etc., and publish them.

3. The designated sign distribution management organization (Beijing Zhongqiang Product Sign Technology Service Center) shall be responsible for the distribution management of standard CCC signs until May 31, 2018, and will no longer be responsible for the distribution of standard CCC signs from June 1, 2018.

3、 Simplify and integrate the categories of CCC signs

Since March 20, 2018, the CCC logo will no longer be marked with S (safety product), EMC (electromagnetic compatibility), S&E (safety and electromagnetic compatibility), F (fire protection), I (information security) and other sub categories. The original CCC logo can be eliminated naturally according to mold replacement cycle and product inventory.

4、 Strengthen the follow-up supervision of CCC mark adding

When applying CCC mark of standard specification and self printing/molding CCC mark, the certified enterprise shall establish its own use and management system of CCC mark in strict accordance with the relevant requirements of the Administrative Requirements for the Addition of Compulsory Product Certification Marks and the Implementation Rules for Compulsory Product Certification, and record and archive the use of CCC mark.

The designated certification body shall strengthen the supervision and management of the CCC mark, guide the certified enterprises to correctly use the CCC mark, and implement the main responsibility of the certification body.

The local certification supervision and administration departments at all levels shall strengthen the supervision, administration and law enforcement inspection of the CCC mark.

5、 Other matters

The original Measures for the Administration of Compulsory Product Certification Marks (CNCA Announcement No. 1 in 2001) and the Announcement on Matters Related to the Administration of the Distribution of Compulsory Product Certification Marks (CNCA Announcement No. 7 in 2002) shall be repealed at the same time.
