On July 8, 2021, the European Chemical Administration (ECHA) officially announced the 25th batch of SVHC candidate substances in REACH regulations, adding 8 reproductive toxic substances.

At the beginning of 2021, the official proposed and launched public consultation on the eight substances, which were officially announced and included in the list.

So far, 219 substances are included in the candidate list of substances of very high concern (SVHCs) for authorization.

Enterprises shall bear corresponding legal obligations if they apply the substances in the candidate list to mixtures or articles.

If the article contains any 219 substances on the candidate list (until July 8, 2021), and the use of such chemical substances meets the following two conditions:

(i) The total content of the substance in the article exceeds 1 T/Y/manufacturer or importer, and

(ii) The mass concentration of the substance in the article exceeds 0.1%

Its producers and importers are required to notify the European Chemicals Agency (ECHA) in accordance with Article 7, paragraph 4

In the list of substances in the 25th batch of SVHCs, 8 new candidate substances are added as follows:

REACH Regulation Background:

The SVHC candidate list includes substances of great concern that may have a serious impact on our health or the environment. These substances may be included in the authorized list in the future, which means that the company needs to apply for permission to continue to use these substances.

According to REACH regulations, the company may have legal obligations when its substance is included in the candidate list - whether it is itself, mixed ink or articles. Any supplier of goods containing more than 0.1% by weight of candidate substances must provide sufficient information to its customers and consumers for safe use. Importers and producers of articles containing substances on the candidate list shall notify the European Chemicals Agency within six months from the date of listing (July 2021). Suppliers of substances on the candidate list (either by themselves or in mixtures) must provide their customers with an SDS safety data sheet.

From January 5, 2021, article suppliers must notify ECHA's SCIP database of substances of high concern in their products according to the "Waste Framework Directive".

With the continuous updating of SVHC candidate list, enterprises are facing more and more control requirements. Enterprises need to improve their product risk awareness. Within six months after the substances are listed in the SVHC candidate list (from July 2021), qualified enterprises need to complete the SVHC notification in the articles. It is recommended that enterprises investigate the supply chain as early as possible to calmly respond to changes in regulations.)
